"Sorry" is an ambiguous word. Someone can say "My cat was run over," and I can say "I'm sorry," without having been the one to do it.

Yeah, but I saw the video of the apology, and he sounded like he was apologizing for being responsible for the incident and the media attention that Cheney had on this. It was really freaky, man gets shot than apoligizes for the trouble he put the man who shot him through.
