Probably a Dumb Question

Okay, I can think of a couple reasons, but I'm not sure how convincing they are, so let's see what you guys think.

Why do we allow banks that hide and protect the money of drug dealers, smugglers, despots, corrupt corporations, and all sorts of other unsavory characters?

I'm guessing this is in response to a particular event, but I need the example. Usually the assets of the unsavory can be frozen with the right legal procedure. I'd have to read a bit more on banking law and know what issue your are responding to in order to answer your question better than that.

No, it's not in regards to anything specific, and I'm referring more to the kinds of banks one finds in Switzerland or the Cayman islands.
