It was murder. I had no doubt of that. Justice didn't have any motive to off herself. Maybe there was something in her personal life, but she didn't have much of one. Most of the other Citizens have names besides just their station. Not her. Even off the clock, she is... was always Justice. "Justice never sleeps," she used to say. Usually right before bed. She's like a superhero with no secret identity.

Superhero enough to have plenty of enemies. And not just Ideas that conflicted with hers. I already had a list of suspects. Ones with motive, at least.
